103 DEĞERLENDIRME | EVALUATION In the new period, the two main areas to shape the future of Europe will be the European Green Deal and Digital Europe Yeni dönemde, Avrupa’nın geleceğini şekillendirecek iki temel alan, Avrupa Yeşil Mutabakatı ve Dijital Avrupa olacak D espite the occasional ups and downs in Turkey-EU relations, the financial cooperation of Turkey-EU has been the area where we have achieved the most tangible gains in our EU membership process in the last 20 years. With the EU fund of €9.2 billion allocated to our country since 2002, tens of thousands of projects have been imple- mented in many areas, increasing our citizens’ quality of life. The Directorate for European Union Affairs has put forward a holistic and strategic approach as of 2019 in order to benefit from EU funds at the maximum level. By means of the IPA Ac- tion Plan implemented, the rates of contracting and spending on projects were significantly in- creased. Despite the pandemic conditions in 2020, a contracting rate of 99.2% was achieved in the funds allocated to Turkey. This was a suc- cess seen exemplary not only among candidate countries but also by all member countries. This year, the new era of EU financial operation, IPA III, begins. IPA III will be implemented in 2021- 2017, the new budget period of the EU. In the IPA III funding allocation, the EU has realized performance and quality-oriented change and created a total fund pool of €12.5 billion for 7 candidate countries, without allocations on a country basis. Türkiye- AB ilişkilerinde zaman zaman yaşanan iniş çıkışlara rağmen, Türkiye-AB mali iş birliği son 20 yıldır AB üyelik sürecimizde en somut kazanımlar elde ettiğimiz alan oldu. 2002’den bu yana ülkemize tahsis edilen toplam 9,2 milyar euro AB fonu sayesinde birçok alanda, vatan- daşlarımızın yaşam kalitesini artıran onbinlerce proje hayata geçirildi. Avrupa Birliği Başkanlığı AB fonlarından azami düzeyde yararlanabilmek amacıyla 2019 yılın- dan itibaren bütüncül ve stratejik bir yaklaşım ortaya koydu. Hayata geçirilen IPA Eylem Planı sayesinde projelerde sözleşmeye bağlanma ve harcama oranları önemli ölçüde artırıldı. 2020 yılında pandemiye rağmen, Türkiye’ye tahsis edilen fonlarda yüzde 99,2’lik bir sözleşmeye bağlanma oranı yakalandı. Bu yalnız aday ülkeler arasında değil tüm üye ülkeler tarafından da örnek gösterilen bir başarı oldu. Bu yıl AB Mali İşbirliği’nde yeni dönem olan IPA III başlıyor. IPA III, AB’nin yeni bütçe dönemi olan 2021-2027 yıllarında uygulanacak. AB, IPA III fon dağılımında, performans ve kalite odaklı bir deği- şikliğe gitti ve ülke bazında tahsisat olmaksızın, 7 aday ülke için toplam 12,5 milyar euroluk bir fon havuzu oluşturdu.
