Within the scope of the Action Plan, it is expected that the “Draft Legislation on Sustainable Product Policy” will be proposed, and the eco-design framework will be drawn in the future. Drawing attention to the responsibil- ity of manufacturers throughout the life cycle of products, the Plan will also bring solutions such as digital passports, labelling, and watermarks. It is important for the Turkish industry to take a proactive position by closely following the steps to be taken within the scope of the Circular Economy Action Plan, especially in the priority sectors in question. Another important topic for the Turkish industry within the scope of the Green Deal is the Carbon Border Adjustment Mechanism (CBAM). Discus- sions still continue on the CBAM, expected to be shaped over the existing Emissions Trading System (ETS) in line with the WTO. Through this Mecha- nism, it is clear that manufacturers in countries performing production in EU standards can be ex- empted from this adjustment and companies that emit high greenhouse gas emissions in countries that do not have a similar systemmay be adversely affected by this adjustment. It is very important for paketleme, plastik, tekstil, yapı ve inşaat, yiyecek, su ve diğer besinler. Eylem Planı kapsamında ilerle- yen dönemlerde “Sürdürülebilir Ürün Politikası Yasa Tasarısı” önerileceği ve ekotasarım çerçevesinin çizileceği bekleniyor. Ürünlerin yaşam döngüleri boyunca üreticilerin sahip olduğu sorumluluğa da dikkat çeken Plan, dijital pasaportlar, etiketleme ve filigran gibi çözümleri de beraberinde getirecek. Türk sanayisinin de bu öncelikli sektörler başta olmak üzere Döngüsel Ekonomi Eylem Planı kap- samında atılacak adımları yakından takip ederek proaktif konumlanması önemli. Yeşil Mutabakat kapsamında Türk sanayisi için önemli olan bir diğer başlık ise Sınırda Karbon Düzenleme Mekanizması (SKDM). DTÖ ile uyumlu bir şekilde mevcut Emisyon Ticaret Sistemi (ETS) üzerinden şekillendirilmesi beklenen SKDM üzerin- de tartışmalar hala devam ediyor. Bu Mekanizma ile AB standartlarında üretim yapan ülkelerdeki üreticilerin bu düzenlemeden muaf tutulabileceği; bu sistem benzeri bir sisteme sahip olmayan ülke- lerde ise yüksek sera gazı salımı yapan şirketlerin düzenlemeden olumsuz etkilenebileceği açık.
